The problems of legal regulation of relations arising in the process of using subsoil plots containing rare earth elements are considered. The disadvantages of such regulation associated with the lack of consideration of the specifics of subsoil use in these areas, as well as difficulties with the involvement of business entities in these areas are noted. Attention is drawn to the gaps and legal uncertainties in the interpretation of a number of norms of the legislation of the Russian Federation on subsoil and to the absence of motivational mechanisms aimed at the proper observance of the relevant norms and rules in the field of ensuring the environmental safety of subsoil use objects, as well as the development of the investment attractiveness of works related to the development deposits of rare earth components. Recommendations aimed at improving legislation in this area are given.

The possibility of using a fractal surface in assessing a deposit area using a topographic distribution surface of a useful component has been substantiated. Examples of the constructed fractal fields of the spatial distribution of the useful ore component based on fractal surfaces are given.

The features of three-dimensional modeling of soil surfaces (roof) of a coal seam or rock layer by the method of nonlinear triangulation, taking into account the measured occurrence elements, are considered. An algorithm for constructing the soil surface of a seam is proposed, which makes it possible to qualitatively improve the results of modeling geological surfaces, and examples of its use are given.

The article describes a method of controlling the deformation state of the rock mass under the chamber development system, aimed at ensuring the safety of mining operations and reducing losses of mineral resources during the development of potash deposits at large depths and under difficult mining and geological conditions.

Airborne laser scanning (LIDAR), as a tool for collecting spatial data, has been used for more than 20 years and this method has brought additional manufacturability and improved the quality of the materials obtained. But the main negative side of this technology is the high cost of equipment and its cumbersomeness, which limits its use in small areas and small companies with a limited budget. The emergence of equipment for LIDAR, adapted for use on unmanned aerial vehicles (UAVs) and affordable, has made it possible to expand the circle of users of this technology. This article presents the results of a practical assessment of the accuracy and capabilities of the LIDAR technology using UAVs.

I. N. Chursin Satellite monitoring of the displacement of the reinforced earth surface in Kuzbass using radar interferometry – р. 56
The article presents the results of observations from the Sentinel-1 satellite of the underworked territories of the field of the mine named after V.I. Kirov OJSC “SUEK-Kuzbass”. With the use of interferometric processing of radar satellite images, the boundaries of the displacement trough were determined in the areas of underworking of the territory with lavas 2462 and 2459 of the Boldyrevsky layer, 25-101 and 2596 of the Polenovsky layer. Based on the results of observations of the change in the position of the displacement troughs in time, linear dependences of the lagging of the centers of the displacement troughs on the movement of the bottomhole in the lavas were revealed.

V. A. Yukov Directions for improving underground ore mining – р. 61
The features of the current situation of mining enterprises are determined. The features of the location of the mineral resource base, regardless of the industries that will have to be taken into account at all stages of the enterprise’s existence, are noted. The following provisions are considered: taking into account the location of the enterprise, assessing the weight of the deposit, evaluating the explored minerals on a regional basis, reducing many natural types of ores into several technological grades, determining the annual volume of reserves consumed, determining the productivity of the mine and the limits of productivity fluctuations in ore and metal content in the ore. The most successful solutions for autopsy and applied development systems are presented. For the mine, it is mandatory to create two monitoring systems: seismic and environmental. Technogenic formations are proposed to be evaluated on the basis of obtaining valuable products. The greatest effect is associated with the processing of enrichment tailings both for metal and for the release of earth. The evaluation of the mining system with the slush separation in underground conditions showed that the advantages are significantly increased when it is supplemented with heap leaching of pre-enrichment tailings and changes in the parameters of drilling and blasting operations. A number of proven technological solutions and changes made to the selected and created geotechnologies in connection with environmental restrictions are presented. Measures that increase the overall efficiency of underground work are presented.
