The article provides a historical background on the creation and development of the Ural Mine Surveying School – the Department of Mine Surveying at the Ural State Mining University – over 100 years of its existence. The founder and first head of the department was P.K. Sobolevsky. Among the graduates of the department are D. N. Ogloblin, G.I. Vilesov, P. A. Ryzhov, A. A. Igoshin, P. P. Bastan, G. L. Fisenko, I. M. Petukhov and many other famous scientists and industrialists. The department is the basic one for the training of mine surveyors in the Urals and Western Siberia.

E. I. Panfilov On improving the quality of federal laws related to the development of mineral resources of the earth’s interior (expert assessment) – р. 4

In this paper, an expert assessment of the quality of two adopted Federal laws: “on stimulating the extraction of rare metals”; “on hard-to-recover minerals” and the draft law “on subsurface use waste”. They allow us to state that there are major shortcomings in these legislative acts that do not contribute to the effective activity of the country’s mineral and industrial complex. The main reasons for the deterioration of legislative activity in the field of subsurface use are noted and specific measures to improve it are proposed.

A. V. Gal’yanov Subsoil geometry – a retrospective look and the present. Part 1 – р. 9

The article provides an analytical review of the development of theoretical concepts of subsurface Geometry over the past 120 years – from the moment of the idea of geometrization of rock properties to the present. The theoretical foundations of subsurface Geometry were finalized in the works of P. K. Sobolevsky during his work at the Sverdlovsk Mining Institute in 1920–1933. How and how our knowledge about the subsoil was supplemented gives an idea of the proposed material, which «accidentally» coincided with the centenary of the Department of Surveying at UGGU.

The article considers the draft Federal Law «On Amending Certain Legislative Acts of the Russian Federation in Part of Improving the State Cadastral Assessment» No 814739-7, submitted by the Government of the Russian Federation on October 16, 2019 to the State Duma of the Federal Assembly of the Russian Federation. Both positive aspects that significantly improve the position of subsoil users in the process of forming the tax base, as well as the shortcomings of this bill are noted. Based on the analysis of the draft law under consideration, it was concluded that it needs to be finalized.

The construction of public interests as economic, social and environmental categories contains internal contradictions. It is proposed to resolve the priority of the identified contradiction in favor of the benefit of the state, which can compensate for the adverse environmental and social consequences as a result of the provision of subsoil for use. Such priority should be fixed in the legislation of the Russian Federation on subsoil.
