The article considers the draft Federal Law «On Amending Certain Legislative Acts of the Russian Federation in Part of Improving the State Cadastral Assessment» No 814739-7, submitted by the Government of the Russian Federation on October 16, 2019 to the State Duma of the Federal Assembly of the Russian Federation. Both positive aspects that significantly improve the position of subsoil users in the process of forming the tax base, as well as the shortcomings of this bill are noted. Based on the analysis of the draft law under consideration, it was concluded that it needs to be finalized.

V. M. Kalinchenko, D. N. Shurygin, Yu. M. Krukovsky Mathematical modeling of the roc k thic kness in order to predict the tectonic distur bance of the coal seam – р. 25
The proposed method of mathematical modeling strata of rocks enclosing the coal seam, to predict the amplitude, length and dip angle miscoupling of tectonic disturbances of coal seam required when scheduling mining operations. The method includes the analysis of geological information about the morphological characteristics of the coal seam and enclosing it in rocks and soil of the roof to isolate a homogeneous geological areas, the construction of a mathematical model containing coal seam thickness of rocks within the selected geological areas of a mine field, construction of predictive mathematical models parameters miscoupling of disturbance, and maps of predicted violations in the southern field mine “Sadkinskaya”.

The article consider the experience of modern surveying technologies using in mining area for monitoring of compliance with the geometric parameters of mines and their spatial and geometric position taking into account design position of mines and ensuring the completeness of the extraction of minerals of ore deposits. Based on the results of surveying, modeling methods of mining objects in mining and geological information system Micromine are considered. In paper provides examples of solving surveying tasks with the necessary and sufficient accuracy.

D. V. Dementiev A new method for accounting for distortions due to the influence of refraction during geodesic and mine surveying operations – р. 38
To ensure high accuracy of surveying and geodesic observations in the surface layer of the atmosphere, it is necessary to take into account the influence of refraction. According to many researchers, the potential of classical methods for determining refraction is almost exhausted. This paper presents the results of studies of an alternative-turbulent method for determining refraction by fluctuations in the angle of arrival, which allows us to determine refraction with high accuracy not only during isothermy, but also during unstable temperature stratification of the atmosphere. The accuracy of determining refraction by this method is ~ 2”, i. e. corresponds to the instrumental accuracy of the device used.

The article provides an analysis of the test results of the physical and mechanical properties of rocks of the massif of Gorevsky GOK. It is shown that the analyzed physical and mechanical properties of the rocks do not have a pronounced dependence on the depth and location of the geomechanical well, and also that the deviations of the selected parameters from the general average do not significantly exceed the allowable variation for this type of test and are associated with isotropic rocks and laboratory test errors.

V. B. Terentyev Improvement of calculation methods of the roof chambers stability in the conditions of Verkhnekamsk potassium and magnesium salts deposit – р. 50
The problem of roof collapse of treatment and preparatory workings is highlighted. This problem is one of the most common in the geomechanical safety field when developing of salt deposits. The item is particularly topical in areas of weakened strength properties of the host rocks. In order to ensure the predictability of roof destruction processes, systematic field observations are conducted at the mines of salt deposits. In this based on the research project an improved method for the span stability calculating in complicated mining and geological conditions is presented.

The article presents an analysis of the main technological schemes for erecting security pillars from hardening materials, provides an improved structural and technological scheme for erecting security pillars from hardening materials in excavation workings in case of auger mining of coal seams, presents the results of mine tests of protecting workings using the «dry» torcreting method using a PCM-2 pneumatic concrete machine.

M. V. Rylnikova, G. I. Aynbinder Requirements and factors for safe mining of pyrite ore deposits – р. 59
Change of geological and mining conditions for development of pyrite ore deposits, growth of the oxidation process development, low efficiency of applied methods aimed at containment of the pyrite ore combustion processes in the mine conditions make preparation of preventive measures to avoid spread of the oxidative processes preferable. Identification of factors affecting the occurrence probability and intensity of oxidation processes, as well as experience in combating development of endogenous processes, indicates that the use of preventive technological measures not allowing the occurrence of fire sources is preferred. The possibility to predict the state of the object – its exogenous fire hazard, propensity to spontaneous heating and combustion caused by external conditions — geotechnical, ventilation, aero/gas-dynamic, physical and chemical processes, allows to manage the object in an environmentally safe way.

A.Yu. Cheban Method for exploding explosed rock mass by excavator when developing complex deposits – р. 66
The article proposes a technology for excavating blasted rock by an improved quarry excavator, the working equipment of which allows the separation of fine fractions enriched with a valuable component from the rock during the development of substandard ore deposits in complex structural deposits. The quarry excavator is equipped with a bucket with a screening device and a pneumatic conveying system for moving small fractions through a flexible pipe from the bucket to the vehicle container. The use of this technical and technological solution will increase the coefficient of extraction of minerals from the bowels and reduce the unit costs of the extraction of mineral raw materials.
