Taxation issues of extracted minerals have always been the cause of litigation between subsoil users and tax authorities. At some point, judicial practice in this category of cases has developed more or less clear rules of the game. However, in 2019, the Federal Tax Service decided to change the established approaches to determining the tax base.

V. A. Gordeev On accuracy of determining horizontal deformations during geotechnical monitoring – р. 13

The issue of assessing the accuracy of determining horizontal displacements at the stage of geotechnical monitoring design at open and underground mining was investigated. Cases of observations of deformation benchmarks (marks) by polar method are considered both from initial error-free point and from lost point (free positioning station) tied to support network by reverse linear-angular notch. Conditions of influence of initial data on accuracy of determination of parameters of geomechanically processes are obtained.

The article presents the results of the inspection of the lower level of the earth dam body, carried out with the help of mobile drilling-analytical complex MBAC and video well logging equipment ShVEn, developed by RANIMI.

G. O. Abramyan, A. Yu. Annaev, M. B. Dzhepbarov Features of geological variability of potassium salt – р. 24

The article considers the geological variability of various forms and their substitutions of potassium salts, which are attributed to the third level of variability according to J. Wilson. A large volume of photographic materials is presented, on which the manifestations of the variability of macrostructures are clearly visible. It is noted that for the effective development of the deposit, a transition from descriptive geological variability to quantitative indicators of variability is necessary. To make the right technological and technical decisions, it is proposed to use a digital economic and mathematical model of the deposit in the form of mining risk.

Y. M. Levkin Surveying support of underground mine workings subject to restoration – р. 30

The use of modern, remotely controlled, mine surveying equipment equipped with lidars or 3D laser scanners makes it possible to quickly carry out high-precision mine surveying of the research object, which will ensure the safety of enterprise employees involved in this workflow. Additional equipment of underground unmanned aerial vehicles with video cameras allows their remote use in places dangerous to humans, when examining underground gas-polluted space or a fire.

MINE GEOMECHANICS

S. Yu. Novozhenin, N. M. Mitusova Stability assessment of the pit walls and dumps based on the method of mathematical modeling using the “PLAXIS 3D” software – p.37.

The article analyzes the methods for assessing the stability of the pit walls, dumps, used in mine surveying practice. The modeling of the stress-strain state of the pit walls and the stability assessment using the finite element method implemented in the Plaxis 3D software package have been carried out. Comparison of the obtained modeling results and determination of the safety factor by the traditional method was carried out, which made it possible to draw a conclusion about the possibility of using analytical numerical methods for assessing the stability of the pit walls, dumps in the predictive assessment.

I. Yu. Boos, Yu. L. Yunakov, E. V. Kovrizhnykh, A. A. Abdullaeva, D. V. Redkin Determination of the shear characteristics of weakening surfaces of a massif from the results of inverse calculations – p.37.

The article proposes an improved technique for determining the shear characteristics of weakening surfaces. This technique allows to reduce the error in determining the adhesion and friction angle along cracks, caused by the uncertainty in the ratio of holding and shear forces at the time of rock wedge collapse. The essence of the method in the clarification well-known method described by SRK Consulting, by introducing an additional stage – analysis of inverse calculations for wedge collapse, formed by diagonal crack systems, along which collapse did not occur.

V. A. Yukov To account for risk at the pre-project stage – р. 47

The results of the risk assessment of two schemes of preliminary underground enrichment for 4 mine productivity values are presented. The risk assessment is based on the probabilistic size of deposits (options). Two indicators are used – the amount of investment and the total profit before taxes. The principles of risk assessment of mining projects are formulated.

V. I. Lyashenko, O. E. Khomenko, V. I. Golik, Yu. I. Razorenov Justification of the geomechanical stability of energy-distracted rock massives at the chamber mining system of development with backfilling – р. 52

On the example of the Shokpak-Kamyshovoye ore deposit (Republic of Kazakhstan), the substantiation of the stability of mining engineering structures in the development of a chamber mining system with backfill has been carried out. A classification according to the level of susceptibility to different degrees of rock burst hazard Kv according to its value into three categories of hazard. An assessment of the stability of rocks when exposed by mining operations can be optimized by using a complex technique, including clarifying the properties of rocks, zoning the deposit and differentiated use of the criterion for the preservation of the span of the arch of natural balance.

V. N. Komlev On examination of the suitability of the subsoil of the territory of the mining and chemical combine for disposal of radioactive waste – р. 61

A possible regulatory framework for the examination of geological materials for the conditions of substantiation of an underground disposal of high activity and long-lived radioactive waste in Russia is considered. It was recognized expedient to supplement it with several federal norms and rules in the field of the use of atomic energy.
